The NHS is subjected to the NHS Constitution, a document which outlines the rights of the patient (as well as staff). 

It is meant to ensure standard practices and quality of care.


While it must be followed in principle, it is not legally binding.


The Constitution sets out guidelines for waiting times between referral and treatment.


The maximum waiting time is of 18 weeks. 


Unfortunately, this limit is seldom respected is the case of gender identity services.
